Who is Qamar Zaman Kaira?

Here is the main point. Qamar Zaman Kaira is the PPP’s most recognisable voice from Punjab. For twenty years, whenever a television channel wanted the party’s side of an argument put calmly and with a touch of humour, he was the guest they called.

He is also something rarer. He is a politician who has stayed in one party through its best years and its worst. He was a minister when the PPP ran the country. He stayed when the party was almost wiped out in Punjab. He once said that it is better to quit politics than to quit the PPP.

His story is tied to a bigger one: the fall of a party that once owned Punjab’s working-class vote and now struggles to win a seat there.

Qamar Zaman Kaira’s career tells you what loyalty looks like in Pakistani politics, and what it costs when your party’s tide goes out.

Early life and family

According to his public biography, Qamar Zaman Kaira was born on 5 January 1960 in Lalamusa. That makes him 66 in 2026.

Lalamusa is a railway town on the Grand Trunk Road, in the Kharian tehsil of Gujrat district. The district sits between the Jhelum and Chenab rivers. It is known for sending its young men to the army and abroad, and for fierce local politics.

He belongs to a political family of the area. The Kairas have been linked to the PPP in Gujrat for decades.

Education: a student of philosophy

His schooling took an unusual turn for a future politician.

  1. He finished school and college locally, including a federal government college in the Kharian cantonment.
  2. He then went to Forman Christian College in Lahore, where he took a BA in philosophy in 1983.
  3. He continued at the University of the Punjab and earned master’s degrees in philosophy and political science in 1985.

Philosophy is not a common choice among Pakistani politicians, most of whom study law or come from business. It shows in the way he argues. He likes to define his terms, set out the other side’s case and then answer it.

The Trotsky article

His interest in ideas is on the record. In 2004 he wrote an article for Dawn called “Romancing Trotsky”. It was a reply in a newspaper debate about the Russian revolutionary Leon Trotsky. He defended Trotsky’s theories and blamed Stalin’s policies for the defeats of socialist movements in the twentieth century.

Very few serving members of Parliament anywhere write newspaper essays about Marxist theory. It tells you where he comes from. He belongs to the PPP’s old left wing, which saw the party as a movement of workers and peasants.

💡 Tip: what “left” means in the PPP

The PPP was founded in 1967 with the slogan of “bread, clothing and shelter”. Its early members included trade unionists, students and socialists. Over the decades it became a broad party led by a landowning family. People like Qamar Zaman Kaira are the heirs of its original ideological wing.

Into Parliament, 2002

His career in national politics began with the general election of 2002. He won the National Assembly seat for his home area on the PPP’s ticket.

Those were hard years for the party. General Musharraf was in power. Benazir Bhutto was in exile. The PPP sat in opposition. He made his name there as a sharp debater.

He won the seat again in 2008. This time the PPP formed the government.

Minister in the PPP government, 2008 to 2013

He held three major posts in five years. The order can be confusing, so here it is in one table.

From Post
31 March 2008 Federal Minister for Kashmir Affairs and Northern Areas
14 March 2009 Also Federal Minister for Information and Broadcasting
2009 to 2010 Acting Governor of Gilgit-Baltistan, the first person to hold that office
February 2011 Loses the information portfolio in a cabinet reshuffle
18 April 2012 Returns as Information Minister, until the government’s term ends in March 2013

Kashmir Affairs and the making of Gilgit-Baltistan

The ministry he first led looks after the federal government’s dealings with Azad Jammu and Kashmir and with the mountain region then called the Northern Areas.

His time there saw a real change. In 2009 the government issued an order that gave the Northern Areas a new name, Gilgit-Baltistan, and a new system.

Before 2009 After the 2009 order
Name Northern Areas Gilgit-Baltistan
Head of the region An official under the federal minister A Governor
Elected government A council with limited powers A Legislative Assembly and a Chief Minister
Who made its laws Mostly Islamabad The assembly, on a list of subjects
Seats in Pakistan’s Parliament None Still none

As the federal minister in charge, he became the region’s first Governor, in an acting capacity, until a permanent one was sworn in the following year.

The reform did not satisfy everyone. People in Gilgit-Baltistan still have no vote for the National Assembly and no place in the Senate, because the region’s final status is tied to the Kashmir dispute. But it was the first time they had an assembly and a chief minister of their own.

What does the Kashmir Affairs ministry actually handle?

The name suggests it runs foreign policy on Kashmir. It does not. That is the Foreign Office’s work. This ministry deals with two territories that Pakistan administers but that are not provinces.

  • Azad Jammu and Kashmir has its own president, prime minister, assembly and courts under an interim constitution. The ministry is Islamabad’s link with that government and handles the federal money that goes to it.
  • Gilgit-Baltistan has had its own assembly and chief minister since 2009. The ministry plays the same linking role there.

The minister also speaks at home and abroad about the rights of Kashmiris on the other side of the Line of Control. So the job is part administration and part advocacy.

Information Minister, twice

In March 2009 the information minister, Sherry Rehman, resigned. Qamar Zaman Kaira was given the portfolio in addition to his own.

The information minister is the government’s chief spokesman. He holds the briefing after cabinet meetings, answers the opposition every evening and supervises the state broadcasters.

It was a rough period to be a spokesman. The government faced a confrontation with the judiciary, daily bombings, long power cuts and a hostile media. He handled it with patience and a dry wit, and it made him a national figure.

Here is the sequence of information ministers in that government.

Period Information Minister
2008 to March 2009 Sherry Rehman
March 2009 to February 2011 Qamar Zaman Kaira
February 2011 to April 2012 Dr Firdous Ashiq Awan
April 2012 to March 2013 Qamar Zaman Kaira again

Four changes in five years tells you how difficult the job was.

✅ Key point

A good information minister does not only defend. He keeps the conversation civil. Even his opponents usually granted that Qamar Zaman Kaira could disagree without insulting anyone. In a political culture that rewards shouting, that is his most distinctive quality.

The lean years after 2013

The election of 2013 was a disaster for the PPP in Punjab. Voters blamed it for power cuts, prices and insecurity. The party was reduced to its base in Sindh. He lost his seat.

He has contested since without success.

He stayed. In 2017, when many PPP figures in Punjab were leaving for the PTI, Dawn reported his answer to those who asked why he did not go too: it is better to quit politics than to quit the PPP.

President of PPP Central Punjab

In November 2016 the party chairman, Bilawal Bhutto Zardari, reorganised the party in Punjab. He made Qamar Zaman Kaira president of PPP Central Punjab, the region around Lahore, Gujranwala and Faisalabad.

It was a thankless task. He had to rebuild an organisation whose workers had drifted away and whose voters had found new homes. He held the post for more than four years. In May 2021 he resigned after the party’s poor showing in a by-election in Khushab. A former Prime Minister, Raja Pervaiz Ashraf, later took over.

A personal tragedy

On 17 May 2019 his son, Osama Zaman Kaira, died in a road accident near Lalamusa. Reports said the car hit a tree after the driver tried to avoid a motorcyclist.

The news reached his father while he was addressing a press conference in Islamabad. The moment was caught on camera and shown across the country. Leaders from across the political divide offered their condolences.

Adviser to the Prime Minister, 2022 to 2023

In April 2022 Imran Khan’s government was removed by a vote of no confidence. A coalition led by Shehbaz Sharif took office, and the PPP joined it.

On 18 April 2022 Qamar Zaman Kaira was appointed Adviser to the Prime Minister on Kashmir Affairs and Gilgit-Baltistan. He was back in the ministry he had first led fourteen years earlier.

Because he was not a member of Parliament, he could not be a minister. The Constitution allows the Prime Minister to appoint a limited number of advisers who do not need a seat. That is the route he took.

In the job he spoke for Pakistan’s position on Kashmir at home and abroad. In June 2023, for example, he visited Copenhagen in that role, according to Pakistan’s embassy in Denmark.

He left office on 10 August 2023, when the government completed its term.

Minister or adviser: what is the difference?

Federal Minister (his role in 2008 to 2013) Adviser (his role in 2022 to 2023)
Must be a member of Parliament? Yes No
Sits in the Cabinet? Yes Attends, but is not a member in the same sense
Can vote in Parliament? Yes No
How many allowed? Limited by the size of the Cabinet A small fixed number
Why it was used He had won his seat He had not

Where does he stand in 2026?

After the 2024 election the PPP again supported a government led by the PML-N, this time without joining the cabinet. It took constitutional posts instead, including the governorships of Punjab and Khyber Pakhtunkhwa.

Press reports said he was on the party’s shortlist for Governor of Punjab. The post went to Sardar Saleem Haider Khan.

The most recent report we found is from 25 February 2026. The News said that Bilawal Bhutto Zardari met him at Bilawal House and that they discussed the political situation in Punjab. The report described him as a senior PPP leader and gave no office.

So, as of October 2026, he is a senior figure in the party without a seat or a government post. He remains one of its main voices on television.

The PPP’s Punjab problem

His career cannot be separated from his party’s decline in the province.

  • In the 1970s the PPP swept Punjab. Its slogans spoke to factory workers, peasants and the urban poor.
  • Through the 1980s and 1990s it remained one of the two big parties in the province.
  • In 2008 it was still strong enough in Punjab to lead the federal government.
  • From 2013 onwards it has won only a handful of Punjab’s seats in each election.

Why did this happen? People give several answers.

  1. The government of 2008 to 2013 was blamed for power cuts and inflation.
  2. The party’s leadership was seen as Sindh-based after Benazir Bhutto’s death.
  3. The PTI took the young and angry voters who might once have joined the PPP.
  4. Many of the party’s own candidates in Punjab left for other parties.

Leaders like him are what remains: people with a name and a following but, for now, not enough votes.

⚠️ A common mix-up

You may read that Qamar Zaman Kaira is the “current information minister” or the “current adviser on Kashmir”. Those descriptions are out of date. He last held a government post in August 2023. Old pages on the internet do not update themselves.

What supporters and critics say

Supporters see a decent, well-read man who never sold his loyalty. They point out that he could have joined a winning party several times and did not. They also credit him with the Gilgit-Baltistan reforms and with keeping his temper as spokesman through the party’s hardest term.

Critics see the face of a government that failed. In their view, a spokesman who defended the power cuts and scandals of 2008 to 2013 shares the blame for them. Others say that for all his talk of ideology, he has served a party run by one family and has not been able to rebuild it in his own province.

Both things are true in part. He was a good advocate for a government that many voters judged harshly.

Why his story matters

  • It shows that loyalty still exists in Pakistani politics. In a system where switching sides is normal, he is an exception.
  • It tracks the fortunes of a great party. His rise and his lost seat mirror the PPP’s own path in Punjab.
  • It explains Gilgit-Baltistan’s half-way status. The 2009 order he oversaw is still the basis of that region’s government.
  • It shows that tone matters. Voters may forget a minister’s files. They remember how he spoke to them. His calm manner is the reason he is still invited to explain his party’s case long after he left office.
