Who is Farah Gogi?

Here is the first thing to understand. Farah Gogi has never been a minister, a member of Parliament or a party official. She has never stood for election. Yet for four years her name has been one of the most repeated in Pakistani politics.

The reason is a friendship. She is close to Bushra Bibi, whom Imran Khan married in 2018, months before he became Prime Minister. Press reports say the two women have known each other since about 2009 or 2010.

While Imran Khan was in office, his opponents began to say that this friend of the first lady had unusual influence, especially in Punjab. After his government fell in April 2022, those claims turned into formal inquiries.

The Farah Gogi story is really two stories. One is a set of legal cases, none of them decided. The other is a political weapon, used by Imran Khan’s opponents to attack him through his household.

Keeping those two stories apart is the purpose of this article.

What is alleged, in one paragraph

Put simply, the allegation is this: that officials in Punjab who wanted good postings, and businessmen who wanted favours, paid money to her; that she could deliver because of her access to the Prime Minister’s house; and that the money passed through her bank accounts and into property.

She denies every part of it. Imran Khan has called the cases a political vendetta and said she is innocent. None of the allegations has been tested in a full trial, because she has been abroad throughout.

The people in the story

Person Role in the story
Farhat Shahzadi (Farah Gogi) The subject of the inquiries
Bushra Bibi Her friend; wife of Imran Khan
Imran Khan Prime Minister from 2018 to 2022; has defended her
Usman Buzdar Chief Minister of Punjab from 2018 to 2022; named with her in one provincial case
Ahsan Jameel Gujjar Her husband; named with her in several cases
PML-N leaders Made the first public accusations in 2022

How it began: April 2022

Imran Khan was removed by a vote of no confidence on 10 April 2022. In the days around that vote, two things happened.

First, she left Pakistan. Press reports said she flew to the Gulf.

Second, leaders of the PML-N held press conferences. They alleged that transfers and postings of officials in Punjab had been sold, and they put the value of the alleged scheme in the billions of rupees. They called on her to return and show where her money had come from.

Within weeks the National Accountability Bureau announced an inquiry.

The cases, one by one

Several agencies have acted against her. Here is each strand, as reported.

1. The accountability bureau’s inquiry (from April 2022)

The bureau said it was looking into assets beyond known sources of income and suspected money laundering.

  • It said about 850 million rupees had passed through her account over three years. Reports give slightly different figures.
  • It said this did not match her declared income, and that the money was withdrawn soon after it arrived.
  • It summoned people linked to her accounts, including a banker, a cashier and a manager.

In a separate matter about a housing society, she went to the Lahore High Court. She argued that the bureau had closed that inquiry in 2019 and reopened it for political reasons. The court asked the bureau to reply.

2. Punjab’s anti-corruption case

The provincial Anti-Corruption Establishment registered a case that names her and the former chief minister, Usman Buzdar. It concerns an allegation of favour in a government decision in Punjab.

3. The money laundering case (2023)

In February 2023 the Federal Investigation Agency registered a money laundering case against her after the provincial anti-corruption department passed the matter on.

  • The amount alleged is about 849 million rupees.
  • The police report alleges kickbacks, bribes for transfers of officers and the use of influence in awarding government projects.
  • On 14 March 2023 she was declared a proclaimed offender in this case, because she did not appear.
  • The agency said it would seek help from Interpol to bring her back.

4. The Gujranwala housing society (2023)

In May 2023 the Gujranwala Development Authority registered a case alleging that a housing society linked to her and her husband had broken its approved plan. Later reports said some structures in the society were demolished.

5. The watch

In November 2022 a businessman based in Dubai said on television that he had bought an expensive watch, given to Imran Khan by a Saudi royal, and that she had taken part in the sale.

She denied it. Her lawyers sent legal notices for defamation, seeking five billion rupees, to the businessman and the television host. A similar notice went to a federal minister who had repeated allegations against her.

6. The 190 million pound case

She was also named as a co-accused in the accountability bureau’s case about the Al-Qadir Trust, known as the 190 million pound case. The court declared her and several others proclaimed offenders because they were abroad. Imran Khan and Bushra Bibi were tried and convicted in that case in January 2025; they have appealed. Her own part has not been tried, because a person who is absent is not tried in the ordinary way.

7. A new case in 2026

One report dated 2 August 2026 says police in Gujranwala registered a fresh case. It alleges that public land, including plots meant for parks and schools, was sold using forged papers. The report says the case names her, her husband and a member of the Punjab Assembly from the PML-N. No second source was found for this report.

The cases at a glance

Year Agency What is alleged Position found
2022 National Accountability Bureau Assets beyond means; suspicious bank turnover Inquiry; she challenged a related notice in the High Court
2022 Punjab Anti-Corruption Establishment Favour in a provincial decision; names Usman Buzdar too Case registered; outcome not found
2023 Federal Investigation Agency Money laundering of about 849 million rupees Declared proclaimed offender, March 2023
2023 Gujranwala Development Authority Housing society broke its approved plan Case registered; structures demolished
2023 to 2025 National Accountability Bureau Co-accused in the 190 million pound case Proclaimed offender; not tried
2026 Gujranwala police Sale of public land with forged papers New case, one report

⚠️ Read this table correctly

Every row is an allegation. “Case registered” means police or an agency has written down an accusation. “Proclaimed offender” means the accused has not come to court. Neither means guilt. In none of these matters has a court heard her defence and given a verdict. Anyone who calls her “convicted” or “proven corrupt” is saying more than the record shows.

What she says

Her side of the story has been put in statements, legal notices and court petitions.

  • No official role. She says she never held any post in the government or the PTI and had no power to post or transfer anyone.
  • Political victimisation. She says the cases were opened only after the government changed, to damage Imran Khan and his wife.
  • Fear of unfair treatment. She says she left the country because she expected to be targeted.
  • No deal. In July 2023, reports claimed she was about to become an “approver”, a witness for the state against Imran Khan and Bushra Bibi. She publicly called those reports baseless and false.
  • Defamation. She has answered some accusers with legal notices.

Imran Khan, for his part, said in May 2022 that she was innocent and that the inquiry was a vendetta.

The agencies explained

Three different bodies appear in this story. They are easy to confuse.

Agency Works for Deals with
National Accountability Bureau (NAB) The federation; an independent body in law Corruption by holders of public office and those who gain from them
Federal Investigation Agency (FIA) The federal interior ministry Money laundering, cybercrime, immigration and other federal crimes
Anti-Corruption Establishment (ACE) Each provincial government Corruption by provincial officials

All three have long been accused, by whichever party is out of power, of being used against the opposition. Cases opened under one government are often dropped under the next. That history is one reason many Pakistanis treat any corruption case against a political figure with caution until a court has ruled.

Legal terms in this story

Term Plain meaning
Inquiry The first stage: an agency checks whether a complaint has substance
FIR The first report registered by police or an agency; the formal start of a criminal case
Reference The name for a case that the accountability bureau files in court
Proclaimed offender An accused person whom a court has declared an absconder for not appearing
Red notice A request circulated by Interpol asking police abroad to locate and hold a wanted person
Approver An accused who agrees to give evidence for the state in return for a pardon
Assets beyond means Holding property or money that cannot be explained by known income
Defamation notice A formal letter demanding a retraction and damages for a false statement

💡 Tip: why hasn’t she been tried?

Pakistani criminal courts do not normally try a person who is absent. The court first issues warrants. If the accused still does not come, it declares her a proclaimed offender, may order her property attached, and keeps the case pending. The trial begins only if she returns or is brought back. Bringing someone back from abroad needs the other country’s cooperation, which is slow and often refused when a case looks political.

How is a person brought back from abroad?

Agencies have said more than once that they will bring her back. It is harder than it sounds.

  • Interpol. Pakistan can ask Interpol, the international police body, to circulate a notice. Interpol’s own rules forbid it from acting in matters that are mainly political, so requests that follow a change of government are often turned down.
  • Extradition. Pakistan can ask the country where she lives to hand her over. That needs a treaty or a special arrangement, and a court in that country must agree. Such courts usually ask whether the person would get a fair trial.
  • Passport. Pakistan can cancel or refuse to renew a passport. That limits travel but does not bring anyone home.

Many Pakistanis wanted by one government have lived abroad for years in this way and returned only when the political weather changed.

What a court would have to decide

If the cases ever reach trial, the judge will face plain questions.

  1. Where did the money come from? Large bank turnover is not a crime in itself. The prosecution must show that the money was the proceeds of an offence.
  2. Was there a link? It must show that particular payments were made for particular favours, and that the favours were delivered.
  3. What power did she have? She held no office. The prosecution must explain how a private person could cause postings or contracts to be decided.
  4. What do the documents show? In the land cases, the records of ownership and approval will matter more than anyone’s statement.

Until those questions are answered in court, with her lawyers able to challenge the evidence, the matter remains open.

What it has meant for the PTI

This is the part of the story that matters most to politics.

For Imran Khan’s opponents, her name became a shorthand. It let them say that a leader who had built his career on fighting corruption had allowed it in his own house. The phrase “Farah Gogi” was used in speeches, talk shows and advertisements throughout 2022 and 2023.

For the PTI, the allegations were awkward. The party’s reply was that she held no office, that no evidence had been shown in court and that the cases appeared only after the government fell. It pointed out that the same agencies had been used against every opposition in turn.

For voters, the effect seems to have been small. The party’s support rose after April 2022 and its backed candidates won the most seats in the 2024 election, long after the allegations had become common knowledge. People who already distrusted Imran Khan believed the story. People who supported him saw it as a smear.

✅ Key point

In Pakistan, corruption allegations against politicians and those around them rarely change minds, because nearly every leader has faced them and nearly every case has collapsed or been reversed when power changed hands. What would change minds is a full, open trial with evidence tested in court. In her case that has not happened, and it cannot happen while she is abroad.

Timeline

January 2025 Imran Khan and Bushra Bibi are convicted in the 190 million pound case, in which she is an absent co-accused
August 2026 A new land case in Gujranwala is reported

What would settle the matter?

Three things could happen.

  1. She returns and stands trial. Evidence would be led, her lawyers would cross-examine witnesses and a court would decide. That is the only route to a real answer.
  2. The cases are withdrawn or quashed. This has happened to many political cases in Pakistan when governments changed or when High Courts found them baseless.
  3. Nothing changes. She stays abroad, the cases stay pending and the argument continues without end. On present evidence this is the most likely course.

How to read news about her

  • Look for the stage. Is it an inquiry, a registered case, a charge or a verdict? Only the last is a finding.
  • Look for the source. Is the claim from a court order, an agency’s press release, a politician or an unnamed “source”?
  • Look for her reply. A fair report includes it.
  • Check the date. Old allegations are often recycled as if they were new.
